Archimandrite Philaret (Bulekov) was born in 1967 in Moscow and studied at the Moscow State University and then at the Moscow Theological Academy, graduating with a Candidate of Theology degree and a thesis on the Maronite Church. He served in the Department of External Church Relations and in the Representation of the Moscow Patriarchate to the Patriarchate of Antioch. In 2000 ordained as a priest. For four years he served as a priest of a Russian Orthodox parish in Johannesburg, South Africa, before being named as Representative to the Council of Europe in 2004. In 2011 appointed as a Vice Chairman of the Department for External Church Relations of the Moscow Patriarchate. Biography data as at 27.12.17
